CARB Sunsets “Compliance Alternative”
CARB requirements are now front and center for the sign industry in California.
CSA conducted its 1st seminar and dinner meeting in northern California OCT 25th, at the Holiday Inn – Dublin, CA. Addressed during the seminar was a recap of CARB (California Air Resources Board) regulations and enforcement taking place, pertaining to Diesel Equipment. It is important to note that non-compliant diesel trucks will not be re-registered by the DMV starting January 1st, 2020. In addition, your low mileage trucks may not qualify for an extension after 2019.
One of our CSA member companies had all their non-compliant trucks cited ($3,000 each) several months ago, when they attempted to reregister only one of their non-compliant vehicles. In this case, however, they were able to work their way out of the fines by showing a good faith effort to comply, with the help of Jeff Aran, CSA Legal Counsel. Needless to say, that means the CARB requirements are now front and center for the sign industry in California. Enforcement and penalties for non-compliance are moving forward at a very rapid pace. What is the new CARB enforcement tool?
After December 31st, 2019, a new enforcement tool will ensure that vehicles subject to the California Air Resources Board’s (CARB) Truck and Bus Regulation must meet the health-based requirements of that rule prior to obtaining registration through the DMV. Any registration due after December 31, 2019 is affected. Beginning January 1, 2020, the Department of Motor Vehicles (DMV) CANNOT register any vehicle that does not meet the requirements of the Truck and Bus Regulation.

CSA’s Executive Director, Roy Flahive, has worked within the sign industry for more than 50 years. He served an apprenticeship in the International Brotherhood of Electrical Workers (IBEW), owned his own sign company for almost 30 years and he is well-known and highly respected in the sign industry, having served on numerous boards, including those of the International Sign Association (ISA), San Diego Area Lighting Advisory Council, Arizona Sign Association, Western States Sign Council, San Diego Mayors Sign Code Task Force, and UL’s Industry Advisory Committee. Notably, Flahive has twice been elected President (Chairman of the Board) of CSA and has served over 30 years on that board.
Cheryl Flahive, CSA’s Director of Member Services, has worked within the sign industry for over 33 years; twenty of those years, as vice president of a sign company in southern California. She has served in various administrative roles, from finance to project management, and is dedicated to helping CSA members at all levels.
